Job Summary The Utility Engineer is responsible for coordinating and overseeing utility-related activities associated with road construction and excavation works. The role ensures that all necessary permits, clearances, resources, and safety measures are in place before works commence, while coordinating with stakeholders, clients, contractors, and relevant authorities to ensure utility protection, regulatory compliance, and efficient project execution.
Key Responsibilities
Ensure all relevant permits, approvals, and clearances are obtained from the respective authorities and agencies before excavation works commence.
Ensure manpower, equipment, and other resources provided for utility works comply with stakeholder and project requirements.
Coordinate effectively with stakeholders, clients, subcontractors, and relevant authorities on utility and excavation activities.
Facilitate Permit-to-Dig applications and coordinate the necessary approvals with clients and stakeholders.
Attend meetings with stakeholders, clients, authorities, and project teams to discuss utility-related matters, work progress, and project requirements.
Coordinate and support utility detection, protection, diversion, and related works to minimise the risk of damage to existing services.
Advise work teams on appropriate utility protection measures and safe work procedures.
Prepare and manage project reports, meeting records, documentation, and other required reports related to utility activities.
Identify opportunities to improve productivity and propose alternative work methods or approaches where appropriate.
Ensure all utility and construction activities comply with applicable quality, environmental, health, and safety requirements.
Perform multiple tasks effectively under pressure while maintaining quality and project requirements.
Technical Expertise
Relevant experience in road construction, particularly utility coordination, services protection, and utility diversion works.
Good understanding of utility detection, protection, diversion, and safe excavation practices.
Working knowledge of Permit-to-Dig processes and applications.
Ability to advise site teams on appropriate measures to protect existing services and prevent utility damage.
Proficiency in Microsoft Office and AutoCAD.
Knowledge of relevant construction safety requirements, including BCSS and confined space practices.
Ability to coordinate and liaise effectively with authorities, agencies, stakeholders, clients, and subcontractors.
Qualifications
Minimum of a Degree in Civil Engineering or an equivalent discipline.
Minimum of three (3) years of relevant experience in utility coordination and road construction.
Qualified as a Licensed Cable Detection Worker (LCDW) is preferred.
Licensed Telecommunication Cable Detection Worker (TCDW) certification is an added advantage.
Registered Earthwork Supervisor (RES) with EMA/SPPG is an additional advantage.
Strong interpersonal and communication skills with the ability to work effectively with multiple stakeholders.
