Job Summary The Telecom Engineer is responsible for the design, engineering, coordination, and delivery of telecommunications, ICT, ELV, and related systems across engineering and infrastructure projects. The role involves developing technical solutions, preparing design documentation, supporting project execution, ensuring compliance with regulatory requirements, and providing technical expertise throughout the project lifecycle from feasibility studies to construction and commissioning.
Key Responsibilities
Develop telecommunications, ICT, and ELV system designs in accordance with client requirements, industry standards, and statutory regulations.
Design and implement ICT network architectures, including Core, Distribution, and Access Layer networks.
Prepare designs for structured cabling systems, including copper and fibre optic networks, patch panels, switches, racks, and associated networking infrastructure.
Develop designs for outside plant (OSP) infrastructure, including underground duct banks, manholes, and associated telecommunications facilities.
Design and coordinate Distributed Antenna Systems (DAS), Radio over IP (ROIP), GPS systems, and related telecommunications infrastructure.
Design audio-visual systems for conference rooms, multipurpose halls, and other specialised facilities.
Plan and coordinate space requirements for telecommunications and ELV installations.
Prepare design briefs, technical reports, specifications, drawings, and supporting documentation for client approval.
Develop Bills of Quantities (BOQ), budgetary cost estimates, and pricing schedules for telecommunications and ELV systems.
Liaise with suppliers and vendors to obtain technical information, product specifications, and pricing details.
Review and verify contractor claims, material submissions, shop drawings, method statements, and technical documentation.
Conduct site inspections, monitoring activities, and construction supervision to ensure compliance with project requirements and quality standards.
Coordinate activities between contractors, subcontractors, consultants, and project stakeholders.
Support EPCM projects by providing technical input during feasibility studies, detailed design, engineering reviews, and project execution.
Perform constructability reviews to validate design proposals while considering operations and maintenance requirements.
Resolve technical issues arising during design, construction, and commissioning phases.
Prepare and deliver technical presentations to clients and stakeholders, providing technical justification and design defence when required.
Support business development initiatives and proposal preparation activities when required.
Contribute to value engineering initiatives by identifying opportunities to optimise cost, schedule, quality, and HSSE performance.
Maintain compliance with company policies, professional ethics, and Health, Safety, Security, and Environment (HSSE) requirements.
Provide technical guidance, training, and support to internal teams and contractors to enhance project delivery and construction quality.
Perform any other duties as assigned by management.
Technical Expertise
Strong knowledge of telecommunications, ICT, networking, and ELV systems design
Experience with structured cabling systems, fibre optic infrastructure, and network architecture design.
Familiarity with OSP installations, underground duct banks, manholes, and telecommunications infrastructure works
Knowledge of DAS, ROIP, GPS, audio-visual systems, and related communication technologies.
Understanding of Malaysian regulatory requirements, including MCMC guidelines, UBBL requirements, SPAN requirements, Malaysian Standards, and relevant international standards.
Proficiency in AutoCAD with familiarity in Navisworks and Revit/BIM environments.
Ability to prepare BOQs, cost estimates, specifications, technical reports, and design documentation.
Strong technical problem-solving, analytical, and presentation skills.
Experience in multidisciplinary engineering coordination and project delivery.
Qualifications
Bachelor’s Degree in Electrical Engineering, Telecommunications Engineering, Control Engineering, Security Engineering, or a related discipline.
Minimum 5–7 years of relevant experience in telecommunications, ICT, or ELV engineering projects.
Registered as a Graduate Engineer or Engineering Technologist with the Board of Engineers Malaysia (BEM), or as a Technologist with the Malaysia Board of Technologists (MBOT).
Ability to work independently and collaboratively within multidisciplinary project teams.
Strong communication and stakeholder management skills, including engagement with clients and senior executives.
Excellent attention to detail with the ability to manage multiple projects simultaneously.
