Job Summary
The Senior Engineer, Development Planning is responsible for identifying and evaluating upstream exploration and greenfield development opportunities while providing development planning oversight throughout the project lifecycle. This role supports feasibility studies, commercial negotiations, EPCIC project execution, operations readiness, and stakeholder management to ensure projects are delivered safely, on schedule, within budget, and aligned with the approved development strategy through to first hydrocarbon

Key Responsibilities
  • Identify and evaluate exploration and greenfield development opportunities, conducting feasibility studies to determine technical and commercial viability.
  • Coordinate multidisciplinary technical and support teams in planning and executing feasibility studies, including engagement with external engineering consultants where required.
  • Review feasibility study outcomes, identify key risks and opportunities, and provide recommendations to support investment and project sanction decisions.
  • Support the development of commercial negotiation strategies and participate in contract negotiations to maximise project value and investment returns.
  • Coordinate with legal and commercial teams in preparing, reviewing, and finalising contractual agreements.
  • Develop and integrate development plans into the five-year Work Programme and Budget (WPB) for exploration and greenfield development activities.
  • Provide development planning oversight across EPCIC projects, ensuring execution remains aligned with the approved Front-End Loading (FEL), Final Investment Decision (FID), project schedule, budget, scope, and quality objectives.
  • Monitor contractor performance, review deliverables, evaluate change requests, and recommend corrective actions to maintain project objectives.
  • Track project performance using key performance indicators, cost and schedule variance analysis, earned value management, and project milestone reporting.
  • Maintain project risk and interface registers, ensuring technical, commercial, and execution risks are identified, assessed, mitigated, and communicated to management.
  • Coordinate interfaces across engineering disciplines, contractors, joint venture partners, government authorities, and third-party stakeholders to facilitate timely decision-making.
  • Prepare executive reports, management presentations, and decision papers to support project governance and stakeholder engagement.
  • Develop and implement Operations Readiness and Assurance (ORA) plans to ensure greenfield assets are safely and efficiently handed over to Operations for start-up and production.
  • Coordinate operational readiness activities and ensure effective knowledge transfer between project and operations teams throughout project handover.

Technical Expertise
  • • Strong knowledge of upstream oil and gas development planning, including exploration and offshore greenfield developments.
  • Sound understanding of project lifecycle management, including FEL 1–3, Final Investment Decision (FID), EPCIC execution, and stage-gate assurance processes.
  • Experience managing feasibility studies, development planning, and commercial evaluations.
  • Strong project planning, contractor management, interface management, and stakeholder engagement skills.
  • Knowledge of project performance measurement techniques, including earned value management, S-curves, Value of Work Done (VOWD), cost control, and schedule monitoring.
  • Experience in project risk management, operations readiness, and project handover processes.
  • Excellent analytical, problem-solving, communication, and presentation skills.
  • Proficient in Microsoft Office applications, including Word, Excel, and PowerPoint.

Qualifications
  • Bachelor's Degree in Engineering or a related discipline. An MBA or postgraduate qualification in Economics or Finance is an advantage.
  • Minimum of 5–10 years of experience in the upstream oil and gas industry, with demonstrated experience in offshore greenfield development projects.
  • Proven experience in multidisciplinary project coordination and stakeholder management across contractors, joint venture partners, and regulatory authorities.
  • Strong leadership, organisational, and multitasking abilities with the capability to work independently and manage multiple priorities.
  • Detail-oriented with excellent verbal and written communication skills.
  • Fluent in English and Bahasa Malaysia.
