Job Summary
The Proposal Engineer is responsible for managing the end-to-end tender process, from reviewing enquiries to preparing competitive bid submissions. This role involves technical evaluation, quantity take-offs, preliminary costing, supplier coordination, and preparation of comprehensive tender documentation. The position requires strong analytical skills, attention to detail, and the ability to support bid strategy development while ensuring compliance with HSEQ standards.

Key Responsibilities
  • Review and summarise tender enquiries, identifying key technical and commercial requirements.
  • Evaluate basic technical enquiries and conduct site reconnaissance where required
  • Perform quantity take-offs and prepare preliminary cost estimates, including obtaining supplier quotations.
  • Draft offer letters and prepare bid submissions in accordance with client specifications.
  • Compile and organise all supporting documentation for tender submissions.
  • Assist in formulating bid strategies, cost calculations, and risk assessments.
  • Ensure all tasks are carried out in compliance with company HSE policies, applicable legislation, and regulatory requirements.
  • Support achievement of HSEQ objectives throughout the tender process.
  • Gather relevant market and project intelligence to strengthen bid competitiveness.
  • Develop and maintain positive relationships with clients and stakeholders.
  • Perform additional duties as assigned by management.

Technical Expertise
  • Knowledge of construction tendering processes and bid documentation requirements.
  • Experience in quantity take-offs, preliminary costing, and supplier price evaluation.
  • Basic understanding of geotechnical or civil engineering design and site practices.
  • Familiarity with HSEQ standards and regulatory compliance in construction projects.
  • Proficiency in Microsoft Office applications (Excel, Word, PowerPoint) and AutoCAD.
  • Strong analytical, documentation, and organisational skills.

Qualifications
  • Professional Degree in Civil Engineering
  • Minimum of two (2) years’ working experience in design or site-related works, preferably in geotechnical engineering.
  • Strong communication skills with the ability to work collaboratively across departments.
