Job Summary
The Project Procurement Manager is responsible for leading procurement and supply chain activities for offshore oil and gas projects, ensuring cost-effective sourcing, timely delivery, and compliance with project requirements. This role oversees procurement planning, vendor management, contract negotiations, logistics coordination, and inventory control to support successful execution of FSO/FPSO projects across multiple project phases and locations.

Key Responsibilities
  • Provide contractual support and advisory services to project teams in accordance with established policies and procedures.
  • Develop and execute project procurement strategies, ensuring alignment with technical, commercial, and schedule requirements
  • Manage end-to-end procurement processes including procurement planning, preparation of RFQs, technical bid evaluations (TBE), commercial bid evaluations (CBE), and vendor selection
  • Lead purchase order (PO) placement, administration, and follow-up to ensure timely delivery of materials and equipment.
  • Monitor procurement schedules and coordinate with project planning teams to meet project milestones and delivery timelines.
  • Oversee vendor negotiations, including pricing, contractual terms and conditions, warranties, and service agreements.
  • Manage procurement-related financial activities, including invoice verification, variation claims, warranty claims, insurance claims, and milestone payments.
  • Coordinate with logistics and freight forwarding providers to ensure safe and timely transportation of equipment to shipyard locations.
  • Oversee inventory management at shipyard warehouses, including material receipt, inspection, storage, and condition reporting.
  • Coordinate vendor representatives and support activities during commissioning phases (onshore and offshore).
  • Ensure proper execution and documentation of Factory Acceptance Testing (FAT) at vendor facilities.
  • Maintain accurate procurement records, reporting, and communication across all project stakeholders and disciplines.
  • Identify, assess, and manage procurement and supply chain risks, ensuring mitigation plans are in place.
  • Support sourcing and qualification of new vendors and maintain vendor registration processes.
  • Resolve vendor and subcontractor performance issues in a timely and effective manner.
  • Collaborate closely with cost control teams to manage cash flow forecasts and procurement budgets.
  • Perform any other duties as assigned in support of project delivery.

Technical Expertise
  • Strong knowledge of project and contract management within oil and gas projects.
  • Strong expertise in procurement and supply chain management within offshore oil and gas projects, particularly FSO/FPSO conversions.
  • Proven experience in managing complex, high-value procurement packages and global vendor networks.
  • Strong negotiation skills with the ability to secure best value through commercial and technical evaluations.
  • Knowledge of contract management, logistics coordination, and inventory control processes.
  • Experience in risk management and mitigation within procurement and supply chain functions.
  • Familiarity with quality and HSE requirements in offshore project environments.
  • Proficiency in Microsoft Office applications and procurement systems.

Qualifications
  • Degree in Quantity Surveying, Engineering, Project Management, or a related discipline.
  • University degree in a relevant discipline, preferably with specialisation in Materials Management or Supply Chain.
  • Minimum of 10 years’ experience in procurement management within offshore oil and gas projects (FSO/FPSO).
  • Professional membership in Supply Chain or Procurement-related bodies is an advantage.
  • Certified Purchasing Manager (CPM) or equivalent certification is preferred.
  • Strong leadership, organisational, and stakeholder management skills with the ability to manage multiple priorities independently.
