Job Summary
The Lead Process Safety Engineer is responsible for providing engineering leadership, review, and verification across proposal, FEED, and EPCIC project phases. The role ensures design integrity, process safety compliance, and technical excellence to optimise quality, safety, cost, and schedule performance. This position plays a critical role in delivering safe and compliant offshore facilities, particularly for CPP and FPSO projects, while mentoring junior engineers and driving continuous improvement in process safety engineering practices.


Key Responsibilities
  • Review and verify FEED documentation during ITB proposal stages.
  • Review, manage, and verify FEED work during ITB and competitive FEED phases.
  • Endorse FEED deliverables at the commencement of detailed design / EPCIC phase.
  • Review, verify, and manage detailed design work throughout EPCIC execution.
  • Review vendor documentation and ensure proper incorporation into detailed design packages.
  • Support Site Technical Query (STQ) resolution during fabrication.
  • Review commissioning procedures and provide technical support during commissioning activities.
  • Ensure process safety objectives and quality standards are achieved within project cost and schedule targets.
  • Lead coordination with multidisciplinary teams to ensure integrated project delivery.
  • Coach and mentor junior engineers to strengthen technical capabilities within the organisation.
  • Perform additional duties as assigned by management.
     
Technical Expertise
  • Extensive hands-on experience in process safety and risk studies including HAZOP, HAZID, SIL, RAM, Safety Case Studies (design and operations), Safety Critical Element Assessment, and Risk Assessment for CPP or FPSO projects.
  • Experience in flare, radiation, exhaust and dispersion studies (e.g., Flaresim software).
  • Proficiency in Escape, Evacuation and Rescue Assessment (EERA), Emergency Survivability Safety Assessment (ESSA), noise and vibration assessment.
  • Strong background in loss prevention design including firewater system design (demand calculation, hydraulic simulation – steady state and transient), firewater P&ID development, firefighting systems, life-saving appliances, safety signage (TRP, specifications and datasheets), and hazardous area classification.
  • Familiarity with 3D consequence modelling and simulation tools such as FLACS and KFX.
  • Proven leadership experience in process safety engineering roles within CPP or FPSO projects.
  • Ability to manage design consultants and multidisciplinary teams across different nationalities and backgrounds.
  • Strong stakeholder management skills, with experience liaising with construction, HUC, T&I teams, and clients to resolve complex engineering challenges.
Qualifications
  • Bachelor of Science (BSc) in Chemical Engineering, Mechanical Engineering, or equivalent.
  • Minimum 15–25 years of experience in oil and gas projects, including at least one lead role in CPP or FPSO projects.
  • Registration as a Professional Engineer with the Board of Engineers Malaysia (BEM) or equivalent professional body is an added advantage.
  • Strong leadership, communication, and mentoring capabilities with the ability to manage complex technical interfaces.
