Job Summary
The Deputy Project Manager is responsible for supporting the successful planning, execution, and delivery of construction projects, ensuring performance targets are achieved in terms of safety, quality, cost, and schedule. Reporting to the Senior Operations Manager, this role oversees project coordination, stakeholder communication, financial control, and HSEQ compliance. The position requires strong site presence, leadership capability, and the ability to manage ground improvement works in a safe and cost-efficient manner.

Key Responsibilities
  • Deliver projects within approved budgets and cost parameters while maximising project value.
  • Plan, schedule, and allocate project resources including manpower, equipment, and materials to meet project objectives.
  • Lead coordination and communication with clients, main contractors, subcontractors, and internal stakeholders.
  • Ensure timely submission of progress claims with complete supporting documentation and follow up on collections within contractual timelines.
  • Prepare and submit accurate project finance reports and work-related documentation, including progress reports, method statements, risk assessments, safe work procedures, equipment reports, and monthly provisions.
  • Ensure proper project handover from the tender stage and maintain strict adherence to contract terms and conditions.
    • Manage variation order (VO) processes and ensure contractual compliance throughout project execution.
  • Oversee project close-out activities including Certificate of Practicable Completion and Final Account submissions.
  • Ensure compliance with Procure-to-Pay processes, including vendor and subcontractor selection and site purchase orders.
  • Identify and assess project risks, proposing and implementing effective mitigation measures.
  • Implement and uphold global HSEQ programmes at site level, ensuring compliance with country, client, and company standards.
  • Promote and lead a strong HSEQ culture on site.
  • Develop and coach direct reports through engagement and performance feedback.
  • Ensure full compliance with company HR policies, ethics, and site discipline requirements.

Technical Expertise
  • Strong knowledge of construction project management, including planning, scheduling, cost control, and resource allocation.
  • Hands-on experience in ground improvement works such as grouting and deep soil mixing.
  • Sound understanding of contract administration, variation management, and construction law principles.
  • Familiarity with HSEQ standards and implementation in construction environments.
  • Proficiency in Microsoft Office applications (Excel, Word, PowerPoint, Outlook).
  • Ability to manage site-based operations and work effectively in outdoor construction environments.

Qualifications
  • Professional Degree in Civil Engineering or Geotechnical Engineering.
  • Minimum of five (5) years’ relevant working experience in construction project management.
  • Mandatory certification in Construction Safety Course for Project Managers or Supervise Construction Work for WSH.
  • Certification or experience in construction law and contracts will be an added advantage.
  • Candidates with extensive experience and demonstrated competency in managing ground improvement projects may be considered for a Project Manager role.
