Job Summary
The Assistant Manager, Talent Management is responsible for driving strategic talent initiatives, including talent development, succession planning, performance management, and learning & development. Acting as a trusted HR Business Partner, this role collaborates with business leaders to align people strategies with organisational objectives, strengthen workforce capability, and foster a high-performance culture.

Key Responsibilities
  • Design, implement, configure, and maintain physical and cybersecurity systems and infrastructure.
  • Lead the design, implementation, and continuous enhancement of talent development and succession planning programmes to build a sustainable leadership pipeline.
  • Identify, assess, and develop high-potential employees through Individual Development Plans (IDPs), leadership development initiatives, and career progression programmes.
  • Partner with business leaders to establish succession plans for critical positions and monitor talent readiness across the organisation.
  • Manage the end-to-end Performance Management System (PMS), including KPI setting, mid-year and annual performance reviews, calibration sessions, and performance reporting.
  • Work closely with department heads to ensure alignment between individual, departmental, and organisational performance objectives.
  • Analyse talent and performance data to identify capability gaps, high performers, succession risks, and opportunities for organisational improvement.
  • Conduct training needs analysis and develop annual learning and development plans aligned with business priorities and workforce capability requirements.
  • Coordinate learning programmes, manage external training providers, monitor training compliance, and evaluate the effectiveness of learning interventions.
  • Serve as the HR Business Partner for assigned business units, providing guidance on workforce planning, employee development, engagement, retention, and organisational development.
  • Support organisational change initiatives and provide HR advisory services on performance, career development, and team effectiveness.
  • Prepare HR dashboards, reports, and people analytics to support management decision-making and Board-level reporting.
  • Ensure compliance with HR policies, employment legislation, and governance requirements while driving continuous improvement and HR digitalisation initiatives.

Technical Expertise
  • Strong knowledge of talent management, succession planning, leadership development, and employee engagement.
  • Comprehensive understanding of Performance Management Systems (PMS), KPI development, performance calibration, and organisational performance frameworks.
  • Experience in learning and development, including training needs analysis, programme design, training administration, and evaluation.
  • Proficiency in HR analytics, workforce reporting, and interpreting people data to support strategic decision-making.
  • Familiarity with HRMS platforms and performance management systems.
  • Strong stakeholder management, communication, facilitation, and influencing skills across all organisational levels.
  • Good understanding of Malaysian employment legislation, HR governance, and best practices.

Qualifications
  • Bachelor's Degree in Human Resources, Business Administration, or a related discipline.
  • Professional HR certification (e.g., CIPD, SHRM, or equivalent) is an added advantage.
  • Minimum of 6–8 years' HR experience, including at least 2 years in Talent Management, Performance Management, or Learning & Development.
  • Experience partnering with business leaders in a fast-paced or growing organisation is preferred.
  • Strong analytical, interpersonal, and problem-solving skills with the ability to drive organisational change and continuous improvement.
  • Proactive, collaborative, and capable of managing multiple priorities while delivering high-quality HR solutions.
